Shouldn't a chapter that stresses the importance of ending a chapter with a cliffhanger end with a cliffhanger?

Good point.

But, we were talking about fiction. Non-fiction has a different set of rules because it serves a different purpose.

Fiction relies on and exploits emotional hooks, whereas non-fiction relies on logic, reason and proofs.

Form, as they say, follows function.
